Advisory council finally approves amendment to tobacco control ordinance

The Advisory Council has approved the Smoking and Tobacco Products Usage (Control) (Amendment) Ordinance, 2025, aimed at strengthening tobacco control measures in Bangladesh and reducing tobacco-related illnesses and premature deaths.

Tobacco use remains one of the leading causes of cancer and other non-communicable diseases in the country. According to health authorities, more than 130,000 people die prematurely each year in Bangladesh due to tobacco-related diseases.

The ordinance, proposed by the Health Services Division under the Ministry of Health and Family Welfare, seeks to reinforce the existing Smoking and Tobacco Products Usage (Control) Act, 2005 to ensure more effective regulation of smoking and tobacco product use nationwide.

Following the Advisory Council’s approval, vetting by the Legislative and Parliamentary Affairs Division will be obtained immediately to facilitate the issuance of the ordinance.

Key Features of the Approved Ordinance

A ban on the use, production, and marketing of emerging tobacco products, including e-cigarettes, Electronic Nicotine Delivery Systems (ENDS), Heated Tobacco Products (HTPs), and similar items.

Inclusion of nicotine pouches under the legal definition of “tobacco products.”

Prohibition of all forms of tobacco use, in addition to smoking, in public places and public transport. The provision for Designated Smoking Areas (DSA) will be subject to government directives.

Expansion of the definitions and scope of “public place” and “public transport.”

A complete ban on tobacco advertising, promotion, and publicity through all media, including point-of-sale displays, internet platforms, and other channels.

An increase in the size of mandatory health warnings on tobacco packaging from 50 percent to 75 percent of the package surface.

Public health experts believe the amended ordinance will play a significant role in curbing tobacco consumption and strengthening public health protection across the country.
