According to global best practices, 3E’s are important for road safety—Engineering, Education & Enforcement. As a law enforcement agency, police can only partially ensure road safety by enforcing the laws. If we want to achieve zero death on roads, we must focus on road engineering and educating the road users.
Additional Police Commissioner (Traffic) of Chattogram Metropolitan Police (CMP), Mr. Md. Asfiquzzaman Aktar, BPM made the remark at a training workshop today (13 October 2025) focusing on speed as a risk factor for road crashes.
As part of the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) program, the Global Road Safety Partnership (GRSP) conducted the workshop for two batches on 12 & 13 October to enhance CMP’s capacity to ensure road safety in the city. A total of 73 police officers attended the workshop.
CMP additional police commissioner Mr. Md. Asfiquzzaman Aktar, BPM inaugurated the training each day. In the inaugural session, he delivered a session on ‘Speed as a Risk factor: A National Crisis’. CMP Deputy Police Commissioner (Traffic-North) (Promoted to Addl. DIG) Mr. Nessar Uddin Ahmed, PPM was present as the special guest.
GRSP’s Senior Road Policing Advisor Mr. Michael Phyland and Mr. Paul Simcox conducted the training sessions. In this training, they focused on enforcement’s role in preventing road crashes, the liability of speed in crashes, the importance of speed reduction, enforcement technologies and tactics, and safe management of roadside checkpoints etc.
Traffic sergeants, Sub-inspectors, Police Inspectors, Asst. Police Commissioners and Additional Deputy Commissioners attended the workshop. At the end of the workshop, Deputy Police Commissioner (Traffic-West) Ms. Nishkriti Chakma handed over the certificates to the participants.
Among others, BIGRS Chattogram Initiative Coordinator Mr. Labib Tazone Utshab, Enforcement Coordinator Quazi Helal Uddin, and Communication Officer Mahamudul Hasan were present at the event.
Till date, GRSP provided trainings to almost 600 CMP officers on different aspects of road policing, crash investigation, speed enforcement etc.
